These domains can include personal or fictional names, aliases and/or other designations people are popular by. Initially, only third-level registrations were allowed, so if you wanted to register john.doe.name, you would have to do that under .doe.name. In 2004, however, the registration process was liberalized and 2nd-level registrations were also permitted. Already grabbed third-level domain names remained working.
